Dates and Location

The 2006 National Order of the Arrow Conference will begin with dinner on Saturday, July 29, 2006 and end after breakfast on Thursday, August 3, 2006. The conference will be held at Michigan State University in East Lansing, MI. All council contingents can select arrival times for Saturday, July 29, through the NOAC registration area at www.oa-bsa.org. (The conference will not include an early arrival day.)

Attendance

All Arrowmen who are registered members of the Boy Scouts of America and have their council's approval, are eligible to participate in the 2006 national conference.

All participants must register as a member of a council contingent or be a member of the conference staff.

Conference Fee

The conference fee is $345.00 for youth and adult members who pay their total conference fee by May 31, 2006 (postmark date). Conference fees paid after May 31, 2006, will be $400.00 for youth and adult members. All late fees must be received by the OA Director no later than June 30, 2006. The fee includes five night's housing, 14 meals, program and support materials, registration materials, and recognition items during the six-day conference. The fee is payable in the following manner:

To secure the youth and adult spaces desired, each council must complete the on-line Council Contingent Reservation Form via the NOAC Registration area on www.oa-bsa.org accompanied with a nonrefundable $100.00 per-participant reservation deposit. No individual reservations will be accepted. All contingent reservations must be transmitted through the local council office and accompanied by a transmittal form. The Council Contingent Reservation and Deposit Transmittal forms can be found and downloaded from the NOAC Registration area on the OA Website: www.oa-bsa.org after December 15, 2005.

Encourage adult Arrowmen in your lodge to establish a special fund to help youth members attend and share in the conference spirit. Your lodge and Scouting will benefit for years to come.

Reservation Quota

For the 2006 NOAC, each council will be allowed 10 delegates plus 3 percent of the council's 2005 charter year OA membership.   (The council's 2005 charter year OA membership is taken from the lodge charter renewal form(s) submitted in December of 2004.)

The ratio of youth reservations to adult reservations has been set at 1 to 1. Your council may send more youth than adults, under the age of 21, as long as you maintain at least two-deep adult leadership.

Councils are expected to provide every opportunity for Arrowmen under the age of 21 to attend the conference. Adult participation should be approved on the basis of need to provide responsible leadership supervision for the council contingent. There are no plans to continue with the 1 to 1 youth to adult ratio beyond the 2006 NOAC.

All councils will have until March 1, 2006 (postmark date) to use their allotted number of youth and adult reservations. Reservations not used by March 1, 2006 will be released to other councils on a first-come, first-serve basis. An e-mail will be sent to the registered contingents after March 1, 2006 offering the opportunity to apply for remaining open slots.

Cancellation & Refund Policy

The $100.00 per-person deposit is transferable to a substitute within the same council on a one-for-one basis, but it is nonrefundable, and may not be applied to the balance due for another person. Deposits may only be transferred from youth to youth, adult to adult, or adult to youth.

NOAC Promotion Patch

A specially designed 2006 NOAC promotion patch will be mailed to contingent leaders when their participant reservation deposits are received in the national office. Participants are encouraged to wear the patch to help promote the conference. A conference patch will also be sold at NOAC.

Lodge Key 3 Recognition

The Lodge Key 3 will receive an attractive golf shirt with the 2006 national conference logo on the left breast for attending the 2006 NOAC. (Lodge Key 3 includes the lodge chief, lodge adviser, and lodge staff adviser or Scout executive, and all three members must attend to receive this special recognition.)

Youth / Adult Ages

For ratio purposes, a youth member must be under 21 years of age during the entire conference.

For housing, travel, and youth protection purposes, youth are under 18 years of age.
